Normal working hours are from 8:00 a.m. to 4:30 p.m. but are subject to change based on work needs; hours are effected by season and weather, hours of work may include weekends, evenings and holidays.

Bachelor of Science Degree in agronomy, horticulture, (or a closely related field of academic study) OR a Bachelor of Science Degree in Forest Science/Management from a university program accredited by the Society of American Foresters, or comparable accrediting institution, or current Society of American Foresters Certified Forester status.

Five years of professional experience in a natural resource, agriculture or environmental education organization, with at least two of the five years in a regional or statewide program lead or supervisory position.  A master’s degree or higher can be substituted for one year of experience. Duties must have included administering and implementing a regional or statewide program, planning and assigning work, leading staff, monitoring accomplishments, administering a budget, and working with other natural resource disciplines. Knowledge of forest management sufficient to develop, direct and monitor State Nursery Programs.

Knowledge of state and federal legislation pertaining to nurseries, forest management and environmental issues sufficient to assess the effect and relation of proposed policies, programs, plans, and legislation.

Knowledge of political processes sufficient to assist the division's management team in proposing strategies for legislative action and enacting division proposals.

Knowledge of human resource policies, procedures and bargaining unit agreements sufficient to resolve personnel problems, create and fill positions, reward and discipline employees and assign, schedule and direct work.

Knowledge of government budgeting and financial management processes sufficient to coordinate and articulate budget proposals, prioritize and manage budgets, monitor revenue, administer and interpret budget reports.

Demonstrated leadership, organizational and interpersonal skills to direct, develop and engage staff, address complex and confidential human resource issues, motivate people and obtain program commitment from division personnel, and work as a productive member of teams.

Oral and written communication skills sufficient to effectively communicate complex concepts and principals to other resource professions and the public; make effective presentations to a wide variety of audiences by identifying their level of understanding and evoking a positive response; prepare and edit high quality technical reports and management plans; research and interpret scientific literature sufficient to solve problems; and educate others.

Ability to apply broad knowledge of complex issues sufficient to anticipate trends, analyze data, and find solutions that balance competing goals and objectives.

Requires an unrestricted Class D Driver's License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.

Preferred Qualifications

Two years of experience supervising a significant number of professional and support staff and developing spending plans and/or managing a significant or complex budget and/or three or more years managing a regional or statewide forestry program.

Knowledge of forest tree nursery operations including seed extraction techniques, identifying insect and disease issues/treatments, and use of proper procedures for applying soil amendments such as peat for Ph adjustment and fertilizers for proper nutrients

Completion of a Leadership Development Program.

Completion of supervisory skill training in the areas of: basic supervision; advanced supervision; communication; performance management; interpersonal skills; & leadership.

Two years of experience working with Tree Nursery programs.

Knowledge of division organization, policies and procedures sufficient to advise staff on the proper methods for initiating changes or resolving problems with other units.

Physical Requirements

Requires occasionally lifting such articles as file boxes and heavy hand tools or heavier materials with help from others and/or lifting and carrying light objects frequently. Even though the weights being lifted may only be a negligible amount, a job is in this category may require walking or standing to a significant degree or may involve sitting most of the time with a degree of pushing and pulling of arm and/or leg controls.

Additional Requirements

This position requires an unrestricted Class D Driver's License with a clear driving record.
